I love how that CR-V just sits there honking and waiting for the truck to hit it. After the second hit they seem to have found reverse just fine.

Maybe it’s just shock and inability to move?

I’ve always hated how in movies people who are on foot and getting chased by an oncoming car sometimes just freeze instead of moving 2 feet to one side. Until it happened to me, I was j-walking and didn’t notice an oncoming car at first, but when I saw it, I just froze (even though it was 100m away, plenty of time to simply walk away slowly)...

But like you said, it ’s probably just for the insurance money or just general bitterness at the situation, though.

The CR-V driver was trying to get into the right lane to let the truck out which is why he out his right turn signal on before the truck hit him. In fact he puts it on right as the BMW goes by and it looks like Civic is swerving into the right lane instead of slowing to letting the CR-V  out.  He  was honking to let the truck driver know to hold up a second so he could get out of the way. When he realized the truck driver wasn’t going to stop he threw it into reverse before he was hit but wasn’t quick enough.

I don’t think he panicked at all. It was the driver of the Civic either not paying attention or being an asshole that got him stuck. He put on his right turn signal when the BMW passed but the Civic sped up into the right lane - look at how it closes the gap with the BMW - and by that point he no longer had room to pull around the truck. He puts it into reverse before getting hit but doesn’t make it in time. Probably could have handled the situation a little b ette r, and avoided getting hit,  but I don’t see an insurance scam here.

The CR-V was trying to make a decision, but the options were disappearing fast.

After the truck hit the bridge, the CR-V had just enough room in front of them to merge around the truck. So they signaled, turned the wheel slightly, and waited for an opening. But before traffic could clear, the truck started backing up.

No doubt the horn at 1:00 is the CR-V trying to buy some time. They sound the horn and cancel the turn signal, but there seems to be something behind them that they’re trying to avoid hitting, hence that initial hesitation. Note the different horn tone @ 1:09, and watch the steering angle of the CR-V. Some of that steering angle is just leftover from the earlier plan to merge, but once the CR-V starts rolling back, it really does look like they’re actively trying to steer around something else that’s sounding its  own horn .
